Purpose of the Air Depot Business Corridor Study:

The Midwest City Economic Development Authority ("EDA") in conjunction with Community Development Department, seeks ways to reinvigorate the Air Depot Boulevard business district that lies north of SE 15th Street to a point just beyond the former Heritage Park Mall. This action comes due to an escalation in the number of vacant structures and suites in the area, and the need to improve the overall business climate through public improvements and policy revisions.

The Economic Development Authority ("EDA") in 2019 applied to the Midwest City Memorial Hospital Authority's Board of Grantors for funding to conduct an evaluation of this area followed by recommendations on implementing changes to achieve specific goals to revitalize the district. Funds were awarded in the spring of 2020 but the pandemic put work on hold shortly thereafter. We picked the project up again in late 2021 with hopes of getting most of the work done before there was a resurgence.

To save time and money, the EDA contracted with Catalyst Commercial to oversee the project. Catalyst had done work in Midwest City before in 2017 when it performed a similar study of possibilities for Heritage Park Mall. The agreement with Catalyst requires " a careful analysis that includes a feasibility study and implementation plan that will encourage reinvestment in the area." In addition to the Implementation Plan, the end results must meet the following objectives:

1) Perform an analysis of strengths, weaknesses, opportunities, and threats.
2) Address physical and economic problems within the corridor.
3) Explore public/private partnership opportunities.
4) Identify structures in need of improvements.

City staff assisted Catalyst in conducting a January 12th workshop as the first step in the process.
