How is the residential sewer (wastewater) charges calculated and why does it go up?

Charges are based on number in household until usage can be determined on the water usage during the months of November, December, January, and February. Since we are unable to meter sewer, we average your winter water consumption. We take the winter months of November through February and average the water usage to apply as the sewer rate every July. This could cause an increase, decrease, or sometimes no change in the sewer rate. The rates stay in effect from July of the current year until July of the next year.

How to detect a water leak?

Inside the Home
To check for toilets leaks, put a few drops of colored liquid (food coloring, Kool-Aid, soda, etc.) into the tank. Wait approximately 10-15 minutes. If color shows up in the bowl, you have a leak. Sometimes these leaks go undetected as they cannot be seen or heard. Oftentimes, replacing the flapper alone will fix most toilets.

If a toilet is "running," then there is a faulty flushing mechanism and it needs to be replaced.

Check faucets to see if they are dripping and check all exposed pipes for leaks.

Outside the Home
Check around the house and yard for areas that may be greener than the rest of the lawn or wet spots. These may be an indication of a water leak.

Irrigation Systems
Automated irrigation system? Broken sprinkler heads only leak when the system is operating, but they don't usually add a lot of water usage unless they are turned on. A broken pipe in the system leaks regardless if it is turned on or off, and can add many more gallons to the usage. If automated, check the timer. During a power outage your timers can reset, causing your system to run continuously when you are not aware.

Hoses & Spigots
Watering with a water hose? Check the hose to make sure there are no large holes or slits allowing extra water to run out.

Check all outside spigots for leaks.

Water Meter
The best place to detect a leak is at the water meter outside. If all the faucets are turned off inside the home, you may lift the meter lid and observe the digital readings on the meter. If the readings are continuing to go up that indicates a possible leak.

If you have any concerns about your daily usage please contact Customer Service at 405-739-1252 or 405-739-1254.

If the meter is locked and payment is made, may I restore services myself?

A $200 meter tampering fee is charged to an account if there has been any tampering to the meter. Locks and/or zip ties are placed on meters by city staff and if those are cut or stretched out, the fee will apply. Once service is started or restored, the customer must wait for city staff to remove the lock to avoid the tampering fee. If meters are stolen or tampered with, the $200 fee will apply and can also be doubled. Fees will also apply to any repairs that have to be made to the automatic meter.

Is my water consumption ever estimated?

Yes. If the meter reader is unable to obtain a reading due to the meter being covered by snow, ice, high brush, or another object blocking the meter then the bill will be estimated. Estimating is very rare; as the meter is read every month through our automatic meter reading system.

My service was turned off for non-payment. Why am I still receiving a bill?

You must contact Customer Service to terminate your utility account. Minimum monthly charges will continue to incur until the account has been taken out of your name. Just because service was turned off for non-payment doesn't mean the account was terminated.

Online Bill Pay Troubleshooting Tips

Recently, updates were made to the Online Payment System the City of Midwest City uses for its utility payments. Over the past month, there have been issues with resident's personal computers not being able to access the system. Below are a few steps that may need to be taken to allow your computer to access the system properly.

  • For those using Internet Explorer 9, users may need to turn on the TLS 1.0 settings. To access this setting:
  1. Go to Internet Options.
  2. Click the Advanced tab on the top at the far right.
  3. Scroll to the bottom of the list and check the box next to TLS 1.0
  4. Click OK and attempt to access the site again.
  • If users have this site saved as a "favorite," you will need to delete the current bookmark and add a new bookmark with the new link. To do this, users can visit MidwestCityOK.org and access the Online Payment System and re-bookmark the page.
  • When logging into the system, be sure to add the dash (-) in your user ID as it appears on bill. If this is your first log on, you will be required to change your pin. Due to security, your pin will need to include at least 1 capital letter and 1 number.
  • If options 1 and 2 do not resolve the errors you are receiving please try the troubleshooting tips below.

For those still having issues, you may contact 405-739-1252 and press 1 for a customer service representative.

What if I damage my meter lid?

While mowing and tending to your yard, please do not mow over the meter lid.  A lawnmower blade will damage or completely slice off the black cap causing damages to it and possibly the transmitter underneath.  There are fees associated with any damages to the cap, transmitter, wires or meter.

Read the Automated Meter Reading System Info Sheet

What is check-list?

Why do I have to pay a cut-off fee of $30 if my water was not shut off?

In the event any customer fails to pay their bill by the close of business of the 25th day of the billing date, the water service will be processed for cut-off and a $30 fee is applied immediately to the account. This is an administrative fee assessed for the account evaluation and adjustments that are required due to the late payment.

When water services have been disconnected for non-payment of a bill, all money must be paid in full for services to be restored. All work orders for turn on paid bills and turn on pay arrangements must be submitted by 2 p.m. Monday - Thursday and 11:00 a.m. Friday for it to be turned back on same day. All request made after the designated time will be turned on next business day between 1:00 p.m. and 4:00 p.m.

Why do I have to pay an extra $50 deposit on my account?

Due to the risk of unpaid balances on an account that has had more than 4 cut-offs in a 12 month period, City Ordinance requires an additional deposit of $50.

Waste

Can I bring chemical wastes from my business?

No, only household chemicals are accepted. Commercial waste will not be accepted.

How do I transport Household Hazardous Waste?

To avoid messy spills in your vehicle or driveway, bring materials securely packed in sturdy containers such as cardboard boxes, plastic crates or totes. Garbage bags are not suitable containers. Materials in garbage bags tip over, leak and mix together which has the possibility of producing toxic gases.

Do I have to unload my own household hazardous wastes?

No, city personnel will unload the vehicle for you.

Do I need to bring identification for HHW?

A valid driver's license and current municipal utility bill must be presented to the attendant before any items can be accepted.

Can I bring my Household Hazardous Waste in on days other than Monday, Wednesday or Friday?

No, other than the appointed days, there are no designated employees assigned to receive the waste.

Does it cost to drop off my household chemicals?

Disposal of HHW is free for Midwest City residents. Residents of other communities with an agreement to use the facility must check with their respective City Halls to see if they will be charged.

What are the dangers of improper disposal?

Improper disposal of household hazardous wastes includes pouring them down the drain, on the ground, in storm sewers or discarding them in the trash. The dangers of such disposal may not be immediately obvious, but certain household hazardous wastes can contaminate septic tanks or wastewater treatment systems; harm children or pets and cause injury to sanitation workers. Pollution of our local creeks and streams occurs when the household hazardous waste is poured or dumped into our storm drains.
