Voter Approved Quality of Life Projects 

On August 28, 2018 Midwest City voters approved four propositions to meet important needs in different categories of essential city services: streets, water, parks and recreation and public safety. (For more information on each of the four propositions, click on the tabs below.)

Voter approval of the propositions authorized the City to issue General Obligation Bonds in the amount approved for all of the projects within each proposition.

COUNCIL APPROVES SCHEDULE FOR BOND ISSUANCE

At the October 9, 2018 Council meeting, the City Council approved the schedule for the three phases for bond issuance as well as the project prioritization for the three phases.

COUNCIL AWARDS Phases ONE, TWO and Three OF BOND ISSUANCE
  1. On February 12, 2019 the City Council voted to award the sale of $20 million in General Obligation Bonds to BOK Financial Securities, the lowest bidder with a 25-year interest rate of 3.17333% based on the City's excellent bond rating of AA-. Funds from the sale of the bonds will be available April 1. This is the first phase of the bond issuance schedule. 
  2. On May 14, 2019 the City Council approved the sale of $17.25 million in General Obligation Bonds to D.A. Davidson, the lowest bidder with a 25-year interest rate of 2.78111% based on the City's excellent bond rating of AA-. Funds from the sale of the bonds became available June 27, 2019. This is the second phase of the bond issuance schedule. 
  3. Phase III of the bonds was issued on June 1, 2020. The lowest bidder was BOK Financial Securities with a 25-year interest rate of 2.316150%.

Proposition #3 included six projects (project updates included):

  • Renovate the John Conrad Golf Course
    • COMPLETE - Reopened July 2022
  • Renovate the Reed Ballpark
    • COMPLETE - Reopened June 2022
  • Add two new soccer fields
    • IN PROCESS - Project awarded at 1.24.2023 City Council Meeting
    • DETAILS - Regrade large area to provide multiple field configuration, irrigation & lighting
  • Build a new multi-purpose athletic facility
    • COMPLETE - Midwest City Multi-Athletic Complex (MAC) opened April 2022
    • On July 9, 2019 the City Council approved a contract for site planning and civil engineering for the new multi-purpose athletic facility. The contract won't exceed $110,900.
  • Renovate and improve Mid-America Park
    • IN PROCESS - Overgrowth clearing began mid-winter 2023
  • Renovate and revitalize Town Center Park
    • COMPLETE - W.P. Bill Atkinson Park open February 2022

Community Investment Plan

Plans are to invest $21,635,000 in parks, recreation and sports facilities in the community in the following phases:

Phase I

  • Reed Ballpark Renovation - $2,060,000

Design Work - 15%

  • John Conrad Golf Course Renovation and Maintenance Equipment - $309,000
  • Multipurpose Athletic Facility - $1,004,250
  • Mid-America Park - $309,000
  • W.P. Bill Atkinson Park (Town Center Park) - $664,125

Phase II

  • John Conrad Course Renovation and Maintenance Equipment - $5,051,000
  • Multipurpose Athletic Facility - $5,690,750

Phase III

  • Soccer Facility Renovation - $1,030,000
  • Mid-America Park - $1,751,000
  • W.P. Bill Atkinson Park (Town Center Park) - $3,763,375
