C.              CONSENT AGENDA.  These items are placed on the Consent Agenda so that members of the City Council, by unanimous consent, can approve routine agenda items by one motion.  If any item proposed on the Consent Agenda does not meet with approval of all Council members, or members of the audience wish to discuss a proposed item with the Council, that item will be removed and heard in regular order.

 

1.              Discussion and consideration of the attached report on the current financial condition of the City of Midwest City Employees’ Health Benefits Plan by the City Manager and action as deemed necessary by the Council to maintain the Plan in compliance with the city, state and federal statutes as they relate to deficit spending.

2.              Discussion and consideration of a transfer of appropriations in the General Fund in the amount of $81,691; in the Police Fund in the amount of $90,000; in the Fire Fund in the amount of $75,200; in the Activities Fund in the amount of $155,496 and in the Hotel/Motel Fund in the amount of $15,400; and a supplement to the General Fund in the amount of $88,985; to the Interservice Fund in the amount of $70,000; to the Fire Fund of $66,300; in the Activity Fund in the amount of $125,954 for budget and $85,800 for revenues:  in the Grants Fund $362,346 for budget and revenues; in the Hotel/Motel Fund in the amount of $308,261 for budget and $297,000 for revenues; in the General Obligation Debt Service Fund in the amount of $758,563 for budget and $2,270,000 for revenues and to the Tax Increment Financing Fund for $7,000,000 for budget and revenues in order to complete the Fiscal Year 2003-2004.

3.              Discussion and consideration of City Manager’s Reports for the month of May, 2004.

4.              Discussion and consideration of purchasing an insurance policy from The Chubb with a $25,000 deductible at a premium rate of 17.5 cents per hundred dollars of value for all property under the terms and conditions contained in the proposal submitted by First Point Insurance for property insurance for Fiscal Year 2004-2005, with an option for staff to negotiate additional premium savings at a higher deductible.

5.              Discussion and consideration to accept the bid from Alpha and Omega Enterprises for abatement/contract services for Code Enforcement for Fiscal Year 2004-2005.

6.              Discussion and consideration of re-entering into an agreement with stockmaster, Connie Arnett, to perform stockmasters duties for the City of Midwest City for Fiscal Year 2004-2005.

7.              Discussion and consideration of re-entering into an agreement with various veterinary hospitals in conjunction with our Adopt-A-Pet Program for Fiscal Year 2004-2005.

8.              Discussion and consideration of awarding and entering into a contract with Markham Restaurant Supply, who submitted the lowest and best bid meeting specifications to furnish and install Food Service Equipment associated with the Sheraton Midwest City Hotel, for a total price of $210,636.00.

9.              Discussion and consideration of awarding and entering into a contract with E.I.M. Construction, who submitted the lowest and best bid meeting specifications for masonry work associated with the Sheraton Midwest City Hotel, for a total net price, with alternatives one and two, of $259,330.00.

     Waterproofing, Inc., who submitted the only bids to furnish and install sealants and caulking associated   with the Sheraton Midwest City Hotel.

11.         Discussion and consideration of rejecting bids from M.D.C. Drywall and B & L Drywall, who submitted the only bids to furnish and install gypsum board systems, acoustical ceilings and sanitary wall panels associated with the Sheraton Midwest City Hotel.

12.         Discussion and consideration of rejecting a bid from Bond Builders, who submitted the only bid for structural miscellaneous steel erection associated with the Sheraton Midwest City Hotel.

13.         Discussion and consideration of rejecting bids from Construction Building Specialties, Inc. and Downey Contracting, L.L.C., who submitted the only bids to furnish and install toilet and bath accessories associated with the Sheraton Midwest City Hotel.

14.         Discussion and consideration of rejecting a bid from Bryan’s Carpet, who submitted the only bid to furnish and install ceramic and stone tile, resilient flooring, carpet and sanitary wall panels associated with the Sheraton Midwest City Hotel.

15.         Discussion and consideration of awarding the Fiscal Year 2004-2005 bid for fine aggregate to Dolese Brothers, who submitted the lowest and best bid meeting specifications for washed sand.

16.         Discussion and consideration of awarding the Fiscal Year 2004-2005 bid for slab sod to Crutcho Creek Sod Farm, who submitted the lowest and best bid meeting specifications.

17.         Discussion and consideration of awarding the Fiscal Year 2004-2005 bid for oil and lubricants to Simons Petroleum who submitted the lowest and best bid meeting specifications.

20.         Discussion and consideration of renewing an agreement with Smith Roberts Baldischwiler, LLC for engineering services for Heritage Park Mall Outfall Channel Project, previously approved by the City Council on May 23, 2000.

21.         Discussion and consideration of renewing an agreement with Smith Roberts Baldischwiler, LLC to provide engineering services for various street intersection reconstruction plans, previously approved by the City Council on August 13, 2002 and January 14, 2003.

22.         Discussion and consideration of approval of renewing an agreement with Smith Roberts Baldischwiler, LLC for the rehabilitation/reconstruction of Post Road between S.E. 15th Street and Reno Avenue, previously approved by the City Council on January 28, 2003.

23.         Discussion and consideration of renewing an agreement with Smith Roberts Baldischwiler, LLC to perform engineering services for the rehabilitation of a sanitary sewer line along W. Curtis Drive and Tinker Diagonal, previously approved by the City Council on March 11, 2003.
